What Is a Commencement Certificate? (CC)
A Commencement Certificate or CC is a legal document issued by the local authorities. It is one of the most important approvals required for constructing a project. It certifies that the builder has received all the mandatory approvals from respective departments and the builder is permitted to start the construction work of the property.
Commercial certificate is issued in 2 phases – first when the construction is up to the plinth area, and second when it is beyond it.
Criteria For Commencement Certificate
The developer has to submit the complete project plan to the local municipal authorities so that they can carry out the inspection.
Developer also has to submit the NOC letters from various government departments along with the other documents like property tax receipts, photographs of the property etc.
Procedures For the Issue of Commencement Certificate
1. The local authority receives the commencement certificate application and document along with the plan drawn on a scale of 1:100 that showcases the land’s dimension, size of the building and its position over the plot.
2. The local authority begins the verification process and issues an acknowledgement receipt to the developer.
3. All the documents and plans are verified to ensure that the builder adhere to the required laws and regulations.
4. If the authority is satisfied with the application, it asks the developer to pay the prescribed fees or FSI premiums.
5. The local authority then issues the commencement certificate once the builder also makes the required payment.
Importance of Commencement Certificate
Commencement certificate has a list of all the units and floors that are a part of the building. If any flat or floor is not mentioned in the CC, it may be an indication that the specific floor or flat might be disputable or illegal.
Commencement certificate ensures that the property has all the appropriate clearances by Government authorities.
If the property does not have a commencement certificate, it can be a possibility that the property is illegal or under dispute.
